Will Arbitraitor's Ruling Lead to More of This?

 

 

Arbitrator Gil Vernon, Chairman of Special Board of Adjustment No. 1141 issues his ruling on the BLE/UTU dispute over the RCO jobs which awards the work to the new "craft" of RCO Wonders. UTU wins and BLE loses? Carriers win and workers and public lose? Did Gil ignore safety, 150 years of established practice and current collective bargaining agreements in order to conclude that it's the computer that is replacing the hogger and that the box is nothing but another communication device like the radio or the fax machine? Does this ruling lend support to Byron Boyd's attempt to force "single representation of the operating emplyees - not for the protection of either organization, but for the betterment and protection of each and every operating employee?" Will this lead to the loss of jobs for 4000 to 5000 UTU members? Only time will tell but you can read the Carrier/BLE/UTU submissions to the panel and the final ruling for yourself at

(As a personal observation, it seems clear that Gil's ruling that the computer is now doing all the trainhandling is based on either ignorance of the facts of Remote Control Locomotive operation with the current equipment or on a political agenda to support the carriers in the introduction of the technology. Just the other day when this RCOperator was temporarily shut down by a governor overspeed fault and was complaining about having to work with the CRAPTRON junk, the Travelling Hogger advised us to lay down some sand (presumably when conditions require it) in order to prevent wheel spin. Now this sounds like just the sort of thing the computer should be doing but which we are now being asked to worry about along with all our other additional locomotive engineer duties. We would suggest that anyone who buys Gil's argument and ignores the trainhandling aspects of his new job does so at his own risk.)
